A 17-year-old taekwondo athlete from Uttarakhand highlighted difficulties in financing her international competition participation during Chief Minister Pushkar Singh Dhami's 'Mukhyamantri Yuva Vidyarthi Manthan' programme in Dehradun on August 10. The state-wide initiative brought together over 300,000 students from Classes 11 and 12 across 2,828 government, non-government and private institutions.
Shayra, a Class 12 student at CNI Girls Inter College, became emotional while describing how her selection for an international taekwondo tournament in Romania was derailed by funding constraints. The teenager had won gold at a national championship and subsequently qualified for the overseas competition.
Her account during the programme sparked initial political controversy, with opposition Congress party alleging a Rs 150,000 bribe demand. However, Shayra later issued a video clarification explaining that the amount represented her share of tournament expenses. According to her explanation, the organizing body had agreed to cover approximately Rs 170,000 of the total costs, leaving her responsible for the remaining Rs 150,000.
The student acknowledged she had not informed her school or sought assistance through official channels. Chief Minister Dhami, who has led the Bharatiya Janata Party government in Uttarakhand since July 4, 2021, comforted the athlete and directed officials to examine the matter and collect details from her school.
The Uttarakhand government subsequently issued a clarification stating the matter had been misrepresented as a case of official bribery. Shayra's later statement confirmed she made no allegation that a government official had demanded money from her.
Existing Support Mechanisms
The incident has drawn attention to funding structures available to athletes in Uttarakhand and across India. Under the state's sports policy announced in September 2022, athletes selected for major competitions including the Olympics, World Cup, Asian Games and Commonwealth Games are entitled to receive 20 percent of participation funds in advance. The policy offers prize money ranging from Rs 2 crore for Olympic gold medalists to Rs 50 lakh for Olympic participants.
Uttarakhand operates several athlete support programmes, including the Chief Minister Sports Development Fund, Chief Minister Khiladi Protsahan Yojana and Khel Kit Yojana. Medal winners at national and international levels are offered government jobs, and athletes who participated in the Paris Olympics 2024 received honorariums of Rs 50 lakh each.
At the national level, India's Target Olympic Podium Scheme provides athletes with monthly stipends of Rs 50,000 for core group members and Rs 25,000 for development group members, along with full coverage for customized international training, foreign exposure, equipment and support staff. The Sports Ministry typically covers full costs for Indian athletes selected for international tournaments in sports including wrestling, weightlifting and shooting.
State Sports Development
The state government is currently developing 23 sports academies across eight major cities and establishing Uttarakhand's first Sports University in Haldwani. These facilities are planned to train 920 world-class athletes and 1,000 other players annually.
CNI Girls Inter College, where Shayra studies, is a private aided school established in 1975 in Raipur block of Dehradun district, offering education from grades 6 to 12.
The episode has raised questions about the accessibility of existing support mechanisms for young athletes who qualify for international competitions, particularly those participating in sports outside the most prominently funded disciplines.
