The United States will invest $400 million in developing a remote Australian mine that could transform global supply chains for scandium, a strategic mineral dominated by China and essential for defense systems, aircraft manufacturing and advanced electronics.
The Pentagon announced the conditional loan commitment to mining company Sunrise Energy Metals during meetings between President Donald Trump and industry executives in Washington. The funding will support construction of the world's first primary scandium mine at Syerston in Fifield, New South Wales, approximately 450 kilometers west of Sydney.
China currently produces roughly 85 percent of the world's refined scandium and virtually all metallized scandium used in semiconductor manufacturing, from a global market estimated at 15-40 tonnes of scandium oxide annually. The Asian nation implemented export restrictions on scandium for defense products in April 2025, creating urgent pressure on Western nations to develop alternative supply sources.
Production scale and strategic importance
The Syerston project is designed to produce approximately 60 tonnes of scandium oxide annually in its first phase, with potential expansion to 180 tonnes per year. At full capacity, this output could increase global scandium supply by 240-400 percent compared to current production levels, representing a fundamental shift in market dynamics.
"We aim to establish Syerston as a cornerstone of Western scandium supply," said Sunrise chairman Robert Friedland.
The Pentagon noted the project will "ensure Western alignment from mine to finished product."
The Syerston deposit hosts one of the largest and highest-grade mineable scandium deposits within a Five Eyes jurisdiction, making it strategically valuable to the intelligence-sharing alliance comprising Australia, Canada, New Zealand, the United Kingdom and the United States.
Industrial applications driving demand
Scandium's value stems from its ability to dramatically strengthen aluminum when added in tiny amounts of just 0.1-0.5 percent. These aluminum-scandium alloys, which account for approximately 57 percent of global scandium use, are prized in aerospace manufacturing because they inhibit grain growth during welding, preventing strength loss at seam joints while maintaining the lightweight properties essential for fuel efficiency.
The mineral also serves critical roles in solid oxide fuel cells, which represent 21 percent of consumption, high-intensity lighting systems at 13 percent, and lasers and electronics comprising 9 percent of usage. These applications span defense equipment, commercial aircraft, data center infrastructure and advanced manufacturing systems.
Financing structure and timeline
The Pentagon's Office of Strategic Capital is providing the funding through a 25-year debt facility under the Defense Production Act. The loan substantially exceeds the estimated $120 million required for Phase 1 construction, with excess funding available for operational expenses and potential expansion.
First production from Syerston is targeted for the first half of 2028, subject to project development milestones. The facility represents the first mine designed specifically for scandium extraction, as the mineral is typically recovered only as a byproduct of other mining operations.
Sunrise Energy Metals previously secured a deal with defense contractor Lockheed Martin to supply 25 percent of the mine's scandium output during its first five years of operation. Company executives indicated they will make a formal announcement to the Australian Securities Exchange on Monday.
Broader strategic context
The investment forms part of a critical minerals agreement signed by Trump and Australian Prime Minister Anthony Albanese in October 2025, under which each nation pledged $1 billion for relevant projects. The Trump administration has committed approximately $2.3 billion to critical minerals supply chain initiatives since January 2025, utilizing Defense Production Act authorities to accelerate development of strategic resources.
New South Wales officials noted the state possesses some of the world's highest concentrations of scandium, positioning the region as a potential major supplier to Western markets seeking alternatives to Chinese sources.
